Vince Messerly joined the Foundation in 1998 as General Manager and became President in 2002. Aaron C. Van Ostran, P.E.

Director of Operations

Aaron brings a strong background in large- and small-scale ecological restoration and mitigation projects to the Stream + Wetlands Foundation team from previous work for the Ohio Wetlands Foundation and Jobes Henderson & Associates. His responsibilities include stream and wetland mitigation and restoration, site assessment and validation, conceptual restoration plan development, project management for field development, management and oversight of field construction crews and activities, post-construction site maintenance and monitoring activities, compliance management, and cost control for field development projects. Kellie M. Griffin

Director of Marketing and Administration

Kellie joined the Stream & Wetlands Foundation in the fall of 2014 as its Marketing and Administration Coordinator. In this capacity, she coordinates marketing efforts and events with local trade associations such as ASCE of Central Ohio, SMPS, NAIOP, OOGA, Central Ohio BIA and OHBA. Kellie also provides information to our clients in response to mitigation credit inquiries, credit acquisition completion/certification and coordinates marketing and office operations. Read more…

Megan Garber


Megan Garber graduated from The Ohio State University with a BS BA emphasizing accounting. She earned her Certified Public Accountant (CPA) certification and is a member with the Ohio Society of CPAs. Megan has spent the past 17 years working in public accounting and corporate income taxation focused on mitigation banking, insurance, and utility industries. She has worked with Stream + Wetlands Foundation for many years and in June 2018, joined the Foundation full-time as our Controller. Read more…

Stephen D. Bailey

Project Manager

Stephen brings technical ecological expertise to the Stream + Wetlands Foundation team. He is a biologist with a strong background in restoration ecology performing wetland plant assessments, aquatic species surveys, and threatened and endangered species assessments. He is knowledgeable on many stream and wetland valuation methods that are applicable throughout Ohio. Stephen assists the S+W team with the design, planning, and management of restoration projects. He oversees annual mitigation monitoring, coordinates site maintenance activities, and prepares mitigation bank and in-lieu fee documents. Read more…
